The Nigerian Immigration Service (NIS) has expressed readiness to strengthen transparency, accountability and financial discipline by seeking technical assistance and capacity building from the Fiscal Responsibility Commission (FRC) on audited financial reporting.
This was disclosed during a one-day working visit by the Comptroller-General of the Nigeria Immigration Service, Kemi Nanna Nandapu, to the Executive Chairman, Victor Muruako, at the Fiscal Responsibility Commission headquarters in Asokoro, Abuja.


In his address, FRC Executive Chairman Victor Muruako warmly welcomed the NIS delegation and praised the important role of the Nigerian Immigration Service in safeguarding Nigeria’s borders and facilitating legal migration.
He noted that effective border management remains important for national security and economic stability, and praised the dedication and professionalism of NIS personnel.
Mr. Muruako used the occasion to emphasize the importance of sound financial governance in public institutions. He emphasized that the production of audited annual financial reports is not only a legal obligation under the Fiscal Responsibility Act, but also a global best practice that enhances an organization’s credibility.
He said consistent and transparent financial reporting helps government agencies track resource utilization, improve decision-making and strengthen public trust.
The FRC Chairman noted that for an institution like the Nigerian Immigration Service, which works with international partners and multilateral organizations, the production of reliable and audited financial statements will significantly enhance its international profile and reputation.
He added that a strong financial responsibility framework is essential to attract international cooperation, technical assistance and donor confidence.
To assist the NIS in this regard, Mr Muruako directed the Fiscal Responsibility Commission Director of Monitoring and Evaluation, Alhaji Bello Gulumare, to work closely with the NIS. He tasked the Department with providing guidance, technical assistance and institutional support aimed at strengthening the NIS’s ability to produce and maintain quality audited financial reports in accordance with approved standards.
In response, the Inspector General of the Nigeria Immigration Service, Kemi Nanna Nandap, said the visit was part of the agency’s broader reform agenda to deepen collaboration with key government agencies in promoting transparency, accountability and fiscal responsibility.
He explained that the NIS leadership recognizes the strategic importance of financial discipline in achieving efficient service delivery and contributing to Nigeria’s economic growth.
The Comptroller General formally requested the Fiscal Responsibility Committee for a technical assistance and capacity-building program to train relevant NIS personnel on the processes, standards, and requirements for preparing audited financial reports. He noted that such training will equip executives with the necessary skills and knowledge to fulfill their statutory obligations and improve internal financial management systems.
Nandup further revealed that since assuming the role of Auditor General on March 1, 2024, he has been working on institutional reforms aimed at improving professionalism, accountability, and performance across the military.
She expressed confidence that increasing the capacity of staff in financial reporting will improve operational efficiency and strengthen the integrity of the Nigeria Immigration Service.
He also reaffirmed the NIS’ willingness to work with the Fiscal Responsibility Council and other oversight bodies in promoting good governance and sustainable national development.

The meeting concluded with both institutions reaffirming their shared commitment to foster inter-agency cooperation, promote fiscal discipline and ensure that public resources are managed transparently and responsibly, in the interest of Nigeria’s overall development.
