Tax Reform in Nigeria Prioritizes Equity and Inclusiveness
The Federal Government of Nigeria has affirmed that the effectiveness of the country’s tax reform initiative will be evaluated through its focus on equity and inclusiveness, rather than solely on revenue generation. This statement was made by the Minister of Finance and Chairman of the Presidential Committee on Fiscal Policy and Tax Reform, Taiwo Oyedele, during the launch of the Purple Book in Abuja.
New Legislation Aimed at Modernizing Tax Systems
Represented by Minister and Commissioner Albert Folorunsho, Oyedele described the reform initiative as one of the most significant fiscal transformations in recent memory. He highlighted its emphasis on modernizing revenue collection, enhancing economic inclusion, and strengthening the relationship between the government and citizens. The legislation includes key laws such as the Nigerian Taxation Act and the Nigerian Tax Administration Act, developed as part of the reform agenda.
Promoting Gender Equality and Social Inclusion
The Purple Book consolidates insights from the 2025 Gender and Inclusion Summit and proposes actionable measures to foster gender-responsive policies. Its primary goal is to broaden participation for women, youth, and other vulnerable groups within governance and economic sectors.
Collaboration to Foster Inclusive Growth
The launch event, organized by the Center for Policy Innovation, convened a diverse group of stakeholders, including policymakers, development partners, and representatives from the private sector and civil society. They explored avenues through which the 2026 tax reform could effectively drive inclusive economic growth in Nigeria.
Reforms Targeting Economic Participation
Despite a rise in Nigeria’s tax-to-GDP ratio to approximately 12.5% following GDP adjustments, the overarching objective remains to create a more equitable and efficient fiscal framework that can support sustainable growth. Data from the National Statistics Office indicates that these reforms aim to enhance economic engagement, particularly for small and medium-sized enterprises and informal sector workers, who account for a significant portion of the employment landscape.
Innovative Approaches for Digital Businesses
The new framework introduces clearer regulations for taxing digital enterprises, a move designed to diminish uncertainty for startups and stimulate the country’s evolving innovation ecosystem. Expected reforms such as VAT exemptions and zero-rating for essential goods are projected to alleviate financial burdens on low-income families while expanding access to input VAT credits for improved business liquidity and reinvestment.
Implementation Focus for Successful Outcomes
Officials highlighted that successful execution of these reforms is crucial. Key areas of emphasis include fair enforcement, enhanced digital accessibility, inclusion of individuals with disabilities, and comprehensive taxpayer education. Stakeholders pointed out the necessity for inclusive policy discussions that yield measurable results and established tax systems that bolster business growth and expand opportunities for various demographic groups.
Support from Development Partners and Future Directions
Development partners, including Luminate and Pathfinder International, along with the Nigeria Revenue Authority and the Federal Ministry of Women Affairs, reaffirmed their commitment to fostering inclusive economic growth. The Purple Book is expected to serve as a resource in ongoing policy debates and will guide the incorporation of gender and social inclusion into national developmental strategies, especially in the lead-up to the 2026 Gender Inclusion Summit, themed ‘Focusing on Innovation in the Last Mile.’
