California and Santa Clara County File Lawsuit Against Trump Administration
California’s Attorney General and Santa Clara County prosecutors have initiated a lawsuit against the Trump administration to halt the planned development of a U.S. Immigration and Customs Enforcement (ICE) facility near Gilroy. This legal action was announced in a press release from the Attorney General’s Office on Wednesday.
Details of the Lawsuit
A private developer has leased the site to the federal government for ICE’s use, with operations scheduled to commence in January 2025. The lawsuit, filed in the U.S. District Court for the Northern District of California, seeks a permanent injunction against the construction of the facility, citing multiple legal violations.
Legal Violations Cited in the Complaint
The complaint highlights potential breaches of the National Environmental Policy Act, the Immigration and Nationality Act, the Intergovernmental Cooperation Act, the Administrative Procedure Act, and the California Williamson Act. It further contends that the project poses a threat to the local ecosystem, which has been designated for agricultural use since the 1960s.
Concerns Over Immigrant Detention Facilities
Attorney General Rob Bonta expressed strong criticism of the Trump administration’s immigration policies, stating that the mass detention and deportation campaign has led to deplorable conditions in immigrant detention centers across California. He emphasized that instead of enhancing conditions, the administration is pushing forward with projects in communities that do not want them.
Previous Reports on Detention Conditions
In a recent report, Bonta described the conditions in California’s immigrant detention facilities as “cruel, inhumane and unacceptable.” The lawsuit also references a statement from former acting ICE Commissioner Todd Lyons, who suggested that the approach to deportation could be optimized much like a commercial enterprise, drawing a controversial comparison to Amazon’s services.
Santa Clara County’s Ongoing Challenges against Immigration Policies
This lawsuit represents yet another effort by Santa Clara County to confront the Trump administration’s immigration strategies. The county has previously joined with San Francisco County in successful legal battles against attempts to defund “sanctuary jurisdictions”—areas that limit collaboration with federal immigration enforcement.

Santa Clara County has made it clear that it will not tolerate actions by the federal government that violate the rights and safety of immigrant communities.
