NDDC Advocates for Policy Reforms and Digitization Initiatives
The Niger Delta Development Commission (NDDC) is actively pursuing policy reforms and digitization initiatives aimed at transforming its operations and enhancing service delivery in the region. A recent awareness program by the European Commission has also been tailored for stakeholders in Abia State to foster greater transparency and efficiency within the procurement system.
Commitment to Institutional Reforms and Transparency
During the NDDC Procurement Policy Reform and Digitalization Stakeholder Awareness and Training Summit held in Aba, Abia State, Chuks Osuji, the NDDC Director of Procurement, outlined the initiative’s objectives. He emphasized that the program is designed to drive crucial institutional reforms, bolster operational systems, and elevate the standard of public sector services across the Niger Delta.
Empowering Stakeholders for Accelerated Development
Mr. Osuji, represented by the Deputy Director-General for Procurement, Freeman Okulakpo, highlighted the commission’s commitment to implementing initiatives that significantly improve the quality of life for residents. He stated, “This awareness workshop reflects our continued efforts to build capacity and institutional knowledge while introducing innovative solutions in line with global best practices in governance and service delivery.”
Envisioning a Digital Future in Procurement
He further noted that equipping stakeholders, contractors, and service providers with the necessary knowledge and resources will propel development in the region. The workshop’s core goal is to align procurement operations with the NDDC’s strategic repositioning efforts, enhancing efficiency in service delivery.

Osuji also asserted that digitizing procurement operations marks the beginning of an economic and social revival for the communities in the region. He urged stakeholders to join in the transition from transactional to transformative services aimed at uplifting the local populace.

Anderson Uke, the NDDC Director for Abia State, praised Managing Director Samuel Ogbuku for facilitating this crucial program in the region. Uke noted the commission’s advancements in digitalization under Ogbuku’s leadership, stating, “This is a new chapter for NDDC.”
Education on Modernized Procurement Processes
Mr. Rex Ugulu, an Associate Professor at the Federal University of Technology, Owerri, served as the training facilitator. He asserted that the initiative aims to inform government officials, private sector partners, civil society organizations, and the public about the benefits of modernized procurement processes. Ugulu underscored that transitioning from manual, paper-based systems to fully digital platforms enhances accessibility, reduces delays, and minimizes corruption risks.

He emphasized that the digitalization of procurement is not merely a technological upgrade, but a significant reform in government operations. Ugulu remarked, “By adopting digital tools, we are promoting transparency, improving service delivery, and ensuring that public resources are managed more responsibly.”
