Africa’s Tax Administration Forum Welcomes New Member
The African Tax Administration Forum (ATAF) has officially welcomed the Republic of Congo as its 45th member. This significant development followed the signing of the accession instrument by Ludovic Itoua, Director General des Impots et de Domaines, during a ceremony in Brazzaville.
Significance of the Accession
ATAF views the Republic of Congo’s membership as a pivotal milestone in its mission to enhance tax cooperation and domestic resource mobilization across the African continent. In her remarks, ATAF Director General Mary Bain emphasized the vital role that such partnerships play in strengthening tax administrations. She expressed enthusiasm for collaborating with Congo in advancing domestic resource mobilization and ensuring that African nations maintain a robust stance in global tax discussions.
Empowering Congo through Membership
Ludovic Itoua, representing the Government and Directorate General of Domaines, highlighted the strategic advantages this membership offers. He noted that Congo’s inclusion in ATAF would facilitate access to valuable training programs, expert assistance, and shared best practices among African tax authorities, thereby enhancing the capabilities of its National Tax Administration.
Prospects for Tax Reform and Regional Collaboration
François Bleitzer Munzeo, Tax Policy Advisor to the Minister of Finance, underscored the potential benefits of this accession for tax reforms and regional collaboration. He affirmed that Congo’s membership reflects a commitment to modernizing tax administration and improving revenue generation, contributing to the collective goal of fair taxation across Africa.
Deepening Institutional Capacity and Revenue Outcomes
Congo’s accession aligns with ATAF’s broader strategy to bolster its presence on the continent, ensuring that all African tax authorities can access the necessary tools and networks. This membership offers Congo invaluable opportunities for peer exchange, expert technical assistance, and collaboration on crucial issues such as tax administration reform and international tax challenges.

As the leading continental platform, ATAF aims to unify African tax authorities to enhance tax policy management and improve technical capabilities. Through its initiatives, ATAF supports the building of effective tax systems that promote sustainable domestic resource mobilization and national development across the continent.
Impressive Impact on Revenue Generation
In 2025, ATAF’s supported interventions generated an impressive $907.8 million in new tax assessments and successfully collected $685.8 million. Cumulatively, since 2016, these efforts have resulted in $6 billion in valuations, with $2.8 billion recovered, underscoring ATAF’s critical role in fortifying revenue systems throughout Africa.
