The Department of State Services (DSS) has officially refuted claims regarding the arrest of Professor Okey Ndibe at Murtala Muhammed International Airport on June 1. In a statement issued on Tuesday, Favor Dosey, the deputy director of public affairs and strategic communications, emphasized the agency’s commitment to correcting misinformation surrounding Ndibe’s alleged detention.

The DSS clearly stated, “The Department of State Services (DSS) hereby clarifies that it did not arrest or detain Professor Okey Ndibe in connection with this matter on June 1, 2026 at Murtala Muhammed International Airport or any other location on that date.” This clarification comes amid widespread speculation about the circumstances surrounding Ndibe’s presence at the airport.
Review of Watch List Measures
In its statement, the DSS elaborated on an ongoing initiative led by the current Director General aimed at reevaluating outdated Watch List Measures (WLA). This initiative is part of a broader effort to prevent unwarranted embarrassment to individuals subject to these measures, many of which are remnants from the military era.
Process for Downgrading Watch List Status
The agency outlined that individuals previously placed on the watch list, especially those traveling, are regularly contacted as part of a review process that can lead to the downgrading of restrictive measures and, ultimately, their removal from the watch list. This systematic approach ensures alignment with international best practices.
Beneficiaries of the Review Process
The DSS noted that numerous Nigerians, including members of the press, have benefited from this review exercise. One notable case is that of Lanre Arrogundado, the Secretary General of the International Press Center (IPC), who was approved for delisting in May 2025 after being on the watch list for over a decade.
Ndibe’s Watch List Status
Professor Ndibe has been on the watch list since January 29, 2013, but his situation was reviewed and subsequently downgraded. The department explained that their engagement with Ndibe at the airport was aimed at facilitating the removal of his details from the watch list. After approximately an hour of interaction with DSS officials, he was cleared and escorted away.
