UN Human Rights Chief Calls for Investigation into Deaths in US Immigration Custody
On Friday, Volker Türk, the UN High Commissioner for Human Rights, raised concerns about fatalities within US government immigration facilities, urging for a prompt, independent, fair, and effective investigation. This statement coincides with an ongoing scrutiny by the Department of Homeland Security’s (DHS) oversight body into the rising number of deaths and the use of force against detainees in the expanding immigration detention system.
Mounting Pressure on the Trump Administration
As scrutiny intensifies, former President Donald Trump faces increasing pressure, fueled by a noticeable spike in fatalities reported by Immigration and Customs Enforcement (ICE). This surge, which includes a disturbing series of suicides, is coupled with a perceived lack of transparency from both the president and federal agencies regarding immigration enforcement practices.
Accountability for Violations of Rights
In his statement, Türk emphasized the need for accountability, stating, “Those responsible for violating the law must be held accountable, and the rights of victims’ families to truth, justice, reparation, and a guarantee of non-recurrence must be protected.” His remarks were made as the federal Homeland Security Oversight Agency announced its investigation into ICE’s practices related to deaths in custody.
Concerns Over Treatment in Detention Centers
Türk also expressed alarm regarding the use of solitary confinement in ICE detention centers, pointing to how such practices exacerbate the vulnerabilities of detainees. “The application of solitary confinement for extended periods can be tantamount to torture, leading to conditions ripe for preventable deaths,” he added, echoing the UN’s previous findings on the excessive use of this punishment both domestically and globally.
DHS Internal Investigations Announced
In response to the alarming rise in deaths, the DHS Office of Inspector General announced two investigations aimed at uncovering whether systemic factors and policies contributed to the increase in fatalities among ICE detainees. This internal inquiry will focus on events occurring between October 1, 2021, and March 31 of this year, addressing growing allegations of abuse and mismanagement within ICE facilities.
Record High Death Rates and Future Plans for Expansion
Recent reports indicate that deaths in ICE custody have reached the highest levels in over a decade, with indications that 52 individuals perished in ICE facilities during the first 500 days of Trump’s second term. This figure not only signifies a troubling trend but also aligns with reports from human rights organizations documenting the harsh realities faced by detainees.
Escalating Detention Numbers Amidst Criticisms
Since Trump resumed office in early 2025, there has been a marked increase in immigrant arrests and detentions across the United States, with officials striving to meet a target of 3,000 daily arrests. This aggressive approach has led to a considerable escalation in ICE operations, triggering widespread protests against the deportation campaign.
DHS Denies Claims of Death Spike
Despite the concerning evidence, DHS representatives have denied claims of an epidemic of in-custody deaths. An agency spokesperson stated, “ICE regularly undergoes audits to ensure compliance with detention standards,” pointing to a death rate of 0.009% as relatively consistent with historical data. However, critics argue that this assertion fails to align with actual conditions within ICE facilities, citing a distressing lack of transparency and oversight.
