Nigeria Railway Corporation Grants License to Lagos State for Rail Operations
The Nigeria Railway Corporation (NRC) has officially awarded a permanent operating license to the Lagos State Government, permitting it to manage the Lagos Rail Mass Transit (LRMT) Red Line under an existing track-sharing agreement. This significant development positions Lagos State as the first local government in Nigeria authorized to provide a comprehensive rail service that accommodates both freight and passenger transport.
The formal presentation of the license took place on Tuesday, led by NRC Managing Director Kayode Opeifa, during a ceremony that involved officials from the Lagos State Government and the Lagos Metropolitan Area Transport Authority (LAMATA). Opeifa highlighted the event as a turning point for Nigeria’s railway landscape, signaling a transition from the NRC’s historical role as the sole railway operator to a more diverse operating framework that acknowledges multiple players within a regulated environment.
Opeifa emphasized that the permanent license empowers LAMATA to operate services efficiently within the shared rail corridor, aligning with established track-sharing agreements. Furthermore, it grants the Lagos State Government the authority to develop additional rail systems while adhering to international best practices.
Reflecting on the origins of this initiative, Opeifa recounted that in April 2012, former President Goodluck Jonathan approved the transfer of two federal railway lines to Lagos State, a decision that laid the groundwork for the LRMT Red Line, one of Nigeria’s pivotal urban rail projects. According to Opeifa, passenger operations on the Red Line commenced on October 15, 2024, following the inauguration of President Bola Tinubu, with the NRC contributing to the project through workforce development and technical support.
The NRC initially issued a temporary operating license to facilitate the implementation of the track-sharing agreement while conducting operational evaluations. Opeifa noted that after successful assessments, the path was cleared for the grant of the permanent license. He praised Lagos State for its substantial investments in rail infrastructure and public transport, citing these efforts as evidence of strong political commitment and long-term strategic planning.
Opeifa pointed out that rail transport is vital for efficient mass urban mobility globally, urging other state governments to consider investments in rail infrastructure. He believes that enhancing rail services throughout Nigeria will alleviate road congestion, lower logistics costs, improve passenger movement, and stimulate economic growth, ultimately contributing to national development goals.
He also acknowledged the NRC evaluation team, whose diligence and professionalism ensured that the LRMT Red Line met operational standards necessary for license approval. Opeifa reaffirmed the corporation’s dedication to collaborating with state governments and stakeholders to develop an integrated, safe, and sustainable rail system across the country.
During the ceremony, LAMATA Managing Director Abimbola Akinajo praised the NRC for overcoming numerous challenges to position Lagos State at the forefront of Nigeria’s rail operations. Akinajo highlighted the significance of the partnership with the NRC, asserting that LAMATA will continue to leverage this collaboration to advance the Lagos State government’s intermodal transport mandate, which is a critical component of Governor Babajide Sanwo-Olu’s Theme Plus Agenda.
Furthermore, Akinajo indicated that LAMATA is preparing an additional three vehicles in anticipation of more licensing, aimed at increasing Red Line service capacity from the current nine trains to a total of 24. Once fully operational, the Red Line is projected to facilitate the daily commute of over 200,000 passengers, as LAMATA strives to enhance rail transport within the state.
