Nigeria Targets Growth in Digital Services Exports
Nigeria is strategically positioning itself to develop one of the most valuable export sectors outside of oil. The government aims to leverage tailored policies, enhanced digital infrastructure, and international partnerships to convert the nation’s extensive pool of skilled professionals into a formidable engine for global service exports.
National Talent Export Program Aims for Global Competitiveness
While discussions around Nigeria’s digital economy often highlight technology startups and digital skills training, the National Talent Export Program (NATEP) focuses on creating an institutional framework to enhance the country’s competitiveness in global markets. The initiative aims to target sectors such as software development, artificial intelligence, cybersecurity, fintech, and business process outsourcing.
Assessment of Global Economic Transformation
Jumoke Odwole, the Minister of Industry, Trade and Investment, noted that the global economy is undergoing a transformation where competitive advantage increasingly stems from a country’s ability to harness its talent and engage in high-value services that transcend borders. “As Africa integrates more as a market, NATEP will enable Nigeria to lead this transition, unlocking human capital and fostering international collaboration,” she explained.
Establishing Governance for Service Exports
Teju Abisoye, National Coordinator of NATEP, emphasized that Nigeria is actively establishing the governance and policy frameworks necessary to compete in the global service export landscape. “Our mission is to transform Nigeria into a leading global talent hub through comprehensive policies, collaborations, and international partnerships,” he stated. The program aims to create one million direct export-related jobs, while also supporting millions of indirect positions and attracting substantial investment in the sector.
Implementation of Coordinated Governance Structures
The push for institutional change began in November 2025, when the Federal Executive Council approved the establishment of the National Coordination Mechanism for Services Exports (NCMSE). This governance structure aims to align various institutions and programs focused on human capital development, digital innovation, and export promotion, thereby streamlining efforts across the board.
Global Partnerships for Workforce Competitiveness
Nigeria’s recent partnership with the World Economic Forum, through the Nigeria Talent Accelerator Network (NTAN), marks a significant step forward. This initiative aims to foster collaboration between the government and private sector to enhance workforce competitiveness, providing Nigeria with crucial insights into global labor market demands.
Developing Robust Outsourcing Policies
One key initiative from NATEP is the formulation of a national outsourcing policy, which seeks to establish robust governance frameworks around outsourcing and global service provision. This policy aims to attract investors by clarifying the ecosystem and ensuring international competitiveness through defined standards. Moreover, NATEP is working on the technological infrastructure required for long-term implementation, focusing on building a scalable digital services ecosystem within Special Economic Zones.
