Abia State Achieves Significant Improvement in Phillips Consulting Index
Under the leadership of Governor Alex Otti, the Abia State Government has been recognized as the third most improved state in the recent 2026 Phillips Consulting State Performance Index. This ranking underscores the administration’s commitment to enhancing governance and public welfare.
Governor Highlights Steps Taken for Progress
Governor Otti shared this milestone during the July edition of his monthly media briefing at the Government House in Umuahia. He credited the state’s improved ranking to sustained investments across critical sectors, including health, education, infrastructure, and governance. According to him, these efforts are beginning to yield tangible benefits for the residents of Abia.
Remarkable Climb in State Rankings
Governor Otti noted the notable transition of Abia State in performance rankings, stating, “In 2023-2024, we ranked 36th, climbed to 10th in 2025, and now we find ourselves in third place.” He acknowledged Jigawa and Enugu states, which occupy the first and second spots, respectively, and encouraged the public to review the detailed reports for further insights.
Progress in Health Sector
Furthermore, Abia State has emerged as a front-runner in addressing maternal and infant mortality rates, as detailed in the latest 2026 Q1 health report. Governor Otti highlighted significant advancements in the health sector, particularly in reducing these critical mortality rates, alongside a steady increase in enrollment in the Abia State Health Insurance Scheme.
Improvements in Healthcare Facilities
The governor outlined that 144 out of 200 primary healthcare centers in the state are now fully operational, with an additional 77 facilities renovated through World Bank funding nearing completion. He projected that around 30 more centers are expected to commence operations shortly.
Transportation Innovations
Governor Otti also announced the delivery of 20 new electric buses, with proposed routes including critical connections such as Umuahia-Bende-Arochukwu and Aba-Owerri. Each bus is equipped with a monitoring system for enhanced driver accountability. He underscored a commitment to discipline observed deviations from operational standards.
Ongoing Infrastructure and Land Administration Reforms
Work is ongoing at the Aba Bus Terminal, and the first phase of the Ekeoha Market renovation has been completed, soon to be operational. Additionally, the administration has made strides in land management, issuing 4,923 certificates of occupancy over the past three years, with nearly 1,000 processed this year. This initiative is complemented by Abia’s digital mapping project, carried out in collaboration with UN-Habitat, aimed at establishing a comprehensive digital land management system to combat fraudulent transactions and expedite real estate document processing.
Advancing Educational Initiatives
In the realm of education, Governor Otti reported ongoing expansion of the Smart Schools initiative, with two out of the planned 20 new smart schools now operational. He assured stakeholders that the remaining institutions will be fully supported and operational shortly, reinforcing the government’s dedication to educational advancement in Abia State.
