Benue State Inquiry Uncovers Alleged Misappropriation of Public Funds
According to a report from the Benue State Government Commission of Inquiry, approximately NOK 139.8 billion in public funds remains unaccounted for during the tenure of former Governor Samuel Ortom. The commission has urged that these funds be recovered from individuals deemed responsible for the mismanagement.
Findings Presented to Governor Arya
Justice Jubril Idris (retd), Chairman of the Benue State Revenue and Expenditure Review Committee, made this announcement during the presentation of the committee’s report to Governor Hyacinth Arya at the state government house in Makurdi on Friday.
Financial Management Concerns Under Previous Administration
Justice Idris outlined the significant irregularities that surfaced during the investigation into the financial management practices of the Ortom administration, which spanned from May 29, 2015, to May 28, 2023. The committee’s findings, organized into two comprehensive volumes, highlighted serious concerns regarding the state’s financial accountability.
An Overview of Revenue and Expenditures
The report indicated that the state generated over N826.5 billion in revenue, while expenditures amounted to approximately N683.4 billion. This results in a concerning unaccounted balance of about N139.8 billion. Idris emphasized the importance of recovering these allegedly missing funds from individuals found guilty after further investigation and due process.
Investigation Into Loan Transactions
In addition to the financial discrepancies, the panel uncovered troubling loan transactions involving certain local government councils and various financial institutions. The report noted that repayments for some loans were disproportionately higher than initially agreed upon, with inadequate documentation to validate these transactions.
Recommendations for Enhanced Financial Oversight
The commission also flagged instances where public funds were irregularly transferred to financial institutions without sufficient records or legitimacy. Justice Idris called for a recovery of affected funds and emphasized the necessity for stronger financial management protocols within the state’s public services to mitigate the risk of future abuses.
