Among the 124 application advice letters issued in this draw, 22 were sent to candidates with a valid Express Entry profile number and applicant verification code. To be eligible, candidates were required to confirm in their Expression of Interest (EOI) profile that they had been invited through recruitment initiatives or the temporary public policy to facilitate work permits for Provincial Nominee Program candidates, which has now expired.
On May 1, 2026, the MPNP announced plans for a targeted EOI lottery designed to invite individuals who received letters of support under the TPP, specifically those whose letters were approved between April 22 and June 30, 2025.
It’s important to note that candidates who seemed to meet the lottery criteria may have been excluded for specific reasons. These include instances where an approved third-party English or French test was submitted without a valid test identification number or where language results were deemed invalid. On June 11, 2026, MPNP announced the immediate termination of the Career Employment Pathway (CEP) for the International Education Stream. Candidates previously under the CEP with a minimum of six months of work experience in Manitoba are encouraged to transition to the Manitoba Skilled Worker Pathway and update their EOI profiles for consideration in future draws.
Support for Rural Employers Seeking Work Permits
On April 14, 2026, Manitoba introduced two interim measures aimed at improving access to the temporary foreign worker program for employers located outside the Winnipeg CMA. These measures include maintaining the current percentage of low-wage temporary foreign worker positions above the standard cap and raising the cap for low-wage positions from the usual 10% to 15%.
These adjustments are based on a temporary public policy initiated by the federal government for participating provinces, effective from April 1, 2026, and are set to remain in place until March 31, 2027.
