Memorandum of Understanding Signed to Enhance Digital Governance in Nigeria
The Public Service Reform Authority (BPSR) and Govtech Africa Inc. have entered into a Memorandum of Understanding (MoU) aimed at advancing digital governance standards across federal ministries and agencies. This collaboration focuses on three key areas: web rankings, e-learning, and public accountability initiatives.
The agreement was formalized by Dasuki Ibrahim Alabi, Director-General of the Department of Public Service Reform, and Mr. Barr, Regional Director for Africa at Govtech Africa. Announced publicly on June 15, 2026, the MoU establishes a partnership that seeks to enhance the credibility of the federal government’s performance metrics and improve the annual rankings of government agency websites.
The BPSR is dedicated to reforming Nigeria’s public institutions, while Govtech Africa stands as a leading pan-African civic technology firm focused on creating digital public infrastructure for government entities across the continent.
As part of this agreement, BPSR and Govtech Africa will tackle three interconnected workstreams. They plan to revamp the annual assessment of agency websites, aiming to ensure that rankings are reliable and supported by technology. Additionally, there will be a structured training program for webmasters and content managers, designed to foster digital expertise within the federal civil service. Finally, an annual public event will be held to announce the results of the MDA web rankings, with the goal of generating meaningful pressures for reform through enhanced visibility and stakeholder engagement.
BPSR’s role under this MoU includes managing public service reforms, overseeing the federal scorecard, and providing web training for agencies. Govtech Africa brings its experience in government platforms, technology evaluations, and e-learning systems to the initiative. Recently, the organization conducted the 2026 National Govtech Policy Roundtable in partnership with the Office of the Vice President and the Library of Congress Trust Fund, emphasizing the importance of robust government online presence as a tool for accountability.
Both leaders emphasized the need for enhanced web presence and service delivery within the public sector, viewing it as a vital strategy for ensuring digital governance accountability. They agreed that this can be best achieved through integrated partnerships that combine assessment methodologies, capacity building, and increased public visibility.
This partnership aims to create a sustainable model for BPSR that minimizes budgetary pressures while encouraging ongoing ownership of the program. The initiative’s key goals include building capacity within the civil service, improving transparency on agency websites, and paving the way for further collaborations within Nigeria’s civil service reform efforts.
BPSR affirmed that the program will align with Nigeria’s laws and adhere to principles of transparency, professionalism, and reform-oriented public service standards.
