Concerns Mount Over Traffic Chaos in Apapa
Despite ongoing efforts, there are growing concerns that Apapa is experiencing a standstill. For nearly two decades, access routes to Nigeria’s key ports, Tincan and Apapa, have been severely hindered by truck, trailer, and oil tanker drivers who disregard existing regulations. With no designated areas for parking, these drivers are forced to queue and park wherever possible, creating gridlock not only on access roads but throughout the surrounding area. This chronic traffic congestion disrupts commercial and industrial activities, inflating the cost of goods leaving the port and significantly impacting the productivity and well-being of many commuters.
Failed Measures Contribute to Ongoing Disruption
Over the years, numerous temporary solutions have been implemented, yet none have effectively resolved the crisis. Under the previous administration of the late President Muhammadu Buhari, a special committee led by former Vice President Yemi Osinbajo was established to devise a comprehensive traffic management strategy for the port area. This plan aimed to eliminate stationary trucks on highways and develop both a manual and, eventually, an electronic system for truck summoning. However, the situation on the ground contradicts these initiatives, as Apapa continues to suffer from severe environmental and logistical challenges.
Truck Traffic Fuels Congestion
The relentless congestion in Apapa is primarily caused by the high volume of articulated vehicles and tankers transporting containers and petroleum products across the roads. While there have been some attempts to alleviate the situation over the past two years, new illegal extortion points have emerged, exacerbating traffic flow issues. Commuters are left to navigate through debilitating traffic jams daily, as trucks and tankers are haphazardly parked or abandoned along both sides of the road, turning what should be brief travel times into hours-long ordeals. Many businesses along this route have either shut down or relocated because of the inaccessibility to their offices.
Potholes and Road Deterioration Worsen Commuters’ Experiences
In recent years, efforts have been made to highlight the challenges posed by the increasing difficulty in accessing Nigeria’s primary ports. Motorists using the main routes to Apapa often find themselves stalled in excruciating traffic for extended periods. The situation is further aggravated by craters and potholes lining the roads, which become particularly treacherous during the rainy season, ultimately eroding productive working hours.
Corruption and Neglect Deter Progress
Current conditions in Apapa symbolize a broader failure of public infrastructure. The entrenched issues of corruption and inadequate maintenance in both the energy sector and other areas have crippled business operations. This deterioration explains the continued presence of various tanker types on busy roads, posing dangers to other drivers. Compounding this predicament, the degradation of inland routes has transformed the urban landscape, driving affluent residents away from Apapa to other regions of the city.
New Strategies Aim for Traffic Solutions
In response to these persistent challenges, the Nigerian Ports Authority (NPA) recently inaugurated a multi-agency task force specifically targeting traffic congestion on the Lagos Port Access Road. This renewed initiative is designed to improve cargo transport efficiency and sustain the progress previously made. The intervention followed a stakeholder meeting led by NPA Managing Director Dr. Abubakar Dansoho, which brought together security agencies, freight forwarders, truck drivers, and representatives from the Lagos State Government. The discussions pinpointed illegal extortion, overlapping responsibilities among security agencies, and other operational inefficiencies as major contributors to recurrent congestion in the port corridor.
Long-Term Solutions Needed for Sustainability
While calls for stricter enforcement against tanker drivers who load petroleum products recklessly have become common, a more sustainable solution involves introducing policies that incentivize importers to utilize ports located outside Apapa. It is a concerning transformation that Apapa, once a vibrant hub known for its prime real estate and importance in commerce, is now infamous for its relentless traffic congestion.
