Federal Government Launches $552.18 Million Education Initiative
The Federal Government of Nigeria has introduced a $552.18 million education program, supported by the World Bank, with the aim of enhancing learning outcomes for around 30 million children. This initiative will also bolster the skills of 500,000 public primary school teachers and improve education delivery across more than 65,000 public primary schools nationwide.
HOPE-EDU Program: A Pillar of Human Capital Development
Dubbed the HOPE-EDU program, the initiative was unveiled in Abuja as part of President Bola Ahmed Tinubu’s New Hope Agenda. This framework focuses on accelerating human capital development, reducing poverty, enhancing healthcare, strengthening governance, and expanding economic opportunities.
Education Minister Emphasizes the Importance of Education
During the launch, Education Minister Marufu Tunji Alausa underscored that education is fundamental to the Tinubu administration’s development strategy and represents a crucial investment in sustainable economic growth.
Joint Funding for Transformational Investment
The HOPE-EDU program is a significant investment, co-funded by the World Bank and the Global Partnership for Education (GPE), totaling approximately $552.18 million. Alausa highlighted that this program will not only enhance the professional development of teachers but will also directly benefit nearly 30 million students across the country.
Improving Education Quality Across States
According to the minister, the initiative aims to refine teaching and learning processes in over 65,000 public primary schools throughout 36 states and the Federal Capital Territory. This will be accomplished through targeted investments in basic literacy, numeracy, and education management systems.
Results-Based Funding Model Ensures Accountability
Alausa explained that the program will implement a results-based funding model, designed to enhance accountability, improve service delivery, and ensure measurable outcomes in the basic education sector.
Collaboration for Effective Oversight
He reaffirmed the significance of education in President Tinubu’s New Hope Agenda, stating that continuous investment in human capital is pivotal for alleviating poverty, boosting productivity, and facilitating long-term economic growth. The Federal Ministry of Education will spearhead policy direction, coordinate implementation, and collaborate with development partners and state governments to guarantee effective oversight of the initiative.

The minister expressed optimism that the successful rollout of the HOPE-EDU program will fortify Nigeria’s education system by improving learning outcomes, elevating teacher quality, and expanding access to quality basic education for millions of children. This initiative forms part of a comprehensive suite of five flagship programs backed by the World Bank, aimed at promoting human capital development and establishing a foundation for inclusive and sustainable national growth.
