Government Promotes Digital Revenue Collection System
The federal government is intensifying its efforts to enhance revenue collection and minimize financial leakages by advocating for the adoption of the Revenue Optimization Assurance Platform (RevOp) among commercial banks. This digital solution aims to foster transparency and accountability in public financial management.
These initiatives were highlighted during an awareness workshop hosted by the Accountant General of the Federation (OAGF) in Abuja on Friday.
At the event, Mr. Taiwo Oyedele, the Minister of Finance and Coordinating Minister for the Economy, spoke on behalf of Special Secretary Mohammed Danjuma. He emphasized that the platform was introduced to modernize the government’s approach to revenue management and tackle systemic inefficiencies linked to traditional manual processes.
RevOp serves as a centralized digital platform enabling government agencies to issue invoices, collect payments, monitor transactions, and report revenue in real-time, Oyedele noted.
He remarked that “RevOp is a critical tool in our efforts to enhance revenue management, mitigate leakages, and bolster public sector accountability.”
Commitment to Technology-Driven Solutions
Oyedele reiterated the government’s commitment to leveraging technology-driven solutions to boost revenue generation and refine financial management across public institutions. Despite the progress made since RevOp’s introduction, he acknowledged ongoing implementation challenges, particularly among bank staff involved in payment processing.
He pointed out that many front-line bank employees do not fully understand the platform’s processes, which adversely affects customer experience and transaction efficiency. “These operational challenges significantly influence the overall customer experience, which is a key reason for today’s workshop,” he explained.
The Minister underscored that commercial banks are crucial to the success of this initiative, suggesting that their role extends beyond mere payment collection to encompass efficient revenue management. He urged financial institutions to ensure that the insights gained from the workshops reach branch managers, customer service representatives, and tellers who engage with the public.
Integration Progress of RevOp
Mr. Adebayo Adewale, Director of Revenue and Investment at OAGF, reported that over 70 percent of federal government-owned entities have been integrated into the RevOp platform. He explained that this government-owned solution aims to dismantle operational silos and streamline revenue collection processes across different departments.
Adewale highlighted that the platform operates through existing licensed payment service providers and commercial banks nationwide. “Individuals will present RevOp-generated bills to commercial banks for payment, facilitating expedited collections,” he stated.
Idris Dosunmu, Product Manager at RevOp, elaborated on the platform’s capabilities, mentioning that it integrates the billing, payment, and settlement processes into a unified framework. This ensures transparency from invoice generation to final remittance, promising that “every dollar owed to the federal government will be accounted for.”
Broader Goals of the Revenue Optimization Assurance Platform
The Revenue Optimization Assurance Platform aligns with the federal government’s broader fiscal reform agenda aimed at enhancing accountability, increasing non-oil revenues, and strengthening oversight of public funds. Approved by the Federal Executive Council, the platform offers real-time monitoring and adaptation of government revenue while integrating seamlessly with other digital financial management systems.
Earlier this month, government officials shared that 31 ministries, departments, and agencies had already joined the platform, with intentions to broaden coverage throughout the public sector. This initiative is expected to reduce fraud, enhance revenue tracking, and boost confidence in the government’s financial management system as Nigeria seeks to ramp up domestic revenue mobilization.
