Emergency Committee Resigns as Authority Transfers
The governing body of Hamas has also stepped down, marking the end of the Emergency Committee’s management of the enclave since October 2023. The group has expressed its “full readiness” to hand over control to the National Committee for the Administration of Gaza (NCAG).

Established in January under Trump’s “Comprehensive Plan to End the Gaza Conflict,” NCAG positions itself as a “transitional, technocratic, apolitical Palestinian commission.” The initiative aims to stabilize governance in Gaza amidst ongoing conflicts and was approved by both Israel and Hamas in October.
Framework for Governance Under Trump’s Peace Plan
Trump’s plan envisions that the commission overseeing Gaza will function under the auspices of the President’s “Peace Commission.” In a related development, a board meeting in Cyprus last month focused on advancing peace efforts for the region.
Monitoring Commitments to Governance
The Peace Commission, chaired by Trump, acknowledged Hamas’ announcement but emphasized that outcomes will be assessed based on tangible actions rather than mere promises. According to the commission, establishing “one authority, one law, and one weapon” is critical for effective governance in Gaza.
Symbolic Gesture Amidst Ongoing Conflict
Analysts consider Hamas’s announcement largely symbolic, noting it fails to address disarmament—a prerequisite for Israel to negotiate a comprehensive peace agreement. Ali Shas, the NCAG chairman, expressed readiness to assume national responsibility, contingent on the availability of necessary resources and capabilities.
Concerns Over Power Dynamics and Governance
Despite Hamas’s dissolution of its governing body, concerns remain about the organization’s continued influence. Expert Andreas Krieg from King’s College London cautions that while Hamas has relinquished the direct burden of governance, it retains substantial power through military and social structures. He underscored that the announcement does not mention weapon control, chain of command, or security oversight—elements that will be crucial in determining the future governing landscape in Gaza.
