Presidential Amnesty Program Administrator Highlights Peace in Niger Delta
The Administrator of the Presidential Amnesty Program, Dr. Dennis Bulutu Otuaro, announced on Monday that the Niger Delta has now emerged as the most peaceful region in Nigeria. He attributed this significant transformation to the unwavering support from President Bola Tinubu’s administration and the Office of the National Security Advisor.
Leadership and Mediation Training Initiated
Otuaro made this statement during the launch of the sixth phase of a two-day training program focused on leadership, alternative dispute resolution, and mediation skills for personnel within the Presidential Amnesty Program. The event took place at the Nigerian Army Resource Center in Abuja and was attended by 120 participants.
Conflict Resolution Efforts in the Oil-Rich Region
This training initiative reflects the program’s commitment to enhancing conflict resolution mechanisms aimed at maintaining stability in the oil-rich Niger Delta. Otuaro emphasized that the peacebuilding efforts of the Presidential Amnesty Program have been producing positive results, aligning with the Federal Government’s “New Hope” agenda.
Government Support Acknowledged
He confidently asserted, “I make no apologies for stating that the Niger Delta is the most peaceful region in Nigeria.” Otuaro further acknowledged the critical role played by President Bola Tinubu and the National Security Adviser, Nouf Ribadu, in fortifying peace and stability in the area.
Investment in Education and Human Capital Development
The PAP administrator highlighted the federal government’s ongoing investments in education and human capital development as vital measures to avert the resurgence of conflict. He revealed that around 8,500 scholarship recipients are currently enrolled in universities across Nigeria, with an additional 247 students pursuing postgraduate studies abroad as part of the program.
Community Support for President Tinubu’s Re-election
Otuaro expressed optimism about the region’s future, indicating strong community support for President Tinubu’s re-election in 2027. He asserted, “We will not be swayed by the rhetoric of ‘political businessmen.’ We support President Tinubu 100 percent because we believe he will do more for our region in his second term.”
Workshop Goals and Stakeholder Engagement
Upon addressing the objectives of the workshop, Otuaro explained that the training is part of a comprehensive strategy designed to engage key stakeholders in advancing dialogue, mediation, and peaceful conflict resolution in the region. He urged participants to maximize the training’s opportunities to enhance their understanding of alternative dispute resolution and contribute positively to their communities.
History and Ongoing Goals of the Presidential Amnesty Program
The Presidential Amnesty Program was initiated in 2009 as part of a federal government strategy to quell insurgency in the Niger Delta. It aims to provide rehabilitation, education, vocational training, and empowerment opportunities for former agitators while promoting peace, protecting oil infrastructure, and fostering sustainable development in the region. Since taking office, Otuaro has consistently emphasized the importance of dialogue, stakeholder engagement, and human capital development as essential elements in sustaining the successes of the amnesty program and preventing a resurgence of insecurity in the Niger Delta.
