A cultural nonprofit filed a lawsuit against the Trump administration on Monday, seeking to halt the ongoing repainting of the National Mall’s reflecting pool, which is being transformed to an “American flag blue.” The Cultural Landscape Foundation asserts that this restoration effort is both illegal and disregards historic preservation standards.

In documents submitted to a federal court in Washington, the foundation argues that the resurfacing of the iconic pool must revert to its original color until the government adheres to congressional procedures. The lawsuit demands an immediate injunction to suspend the work overseen by President Donald Trump, who handpicked the project’s color scheme and stated he expects completion within two weeks.
Concerns Over Historical Integrity
The core issue cited in the lawsuit pertains to the color alteration of the nearly 104-year-old pool. Attorney Alexander Kristofcak emphasized that the dark gray wash basin was not just a design element but an integral aspect of it. The National Park Service’s 1999 Cultural Landscape Report identified the basin’s dark tiles as a crucial feature, suggesting that they enhanced the depth and reflection of the water.
Visitor Experience Under Threat
The lawsuit contends that the new color scheme transforms the pool into something resembling a large swimming pool rather than a reflective landscape, thus diminishing the experience for the millions of annual visitors. In response, a spokesperson from the White House referred inquiries about the lawsuit to the Department of the Interior. The spokesperson claimed that the new colors aim to enhance the reflection of the Lincoln Memorial and Washington Monument.

Furthermore, the complaint accuses the administration of bypassing due process related to changes in historic sites. Section 106 of the National Historic Preservation Act mandates that government entities consult with experts before initiating modifications. The complaint asserts, “None of the consulting parties were informed, engaged, or given an opportunity to participate.”

President Trump announced the renovation on April 23rd, characterizing the pool as needing extensive work due to significant leaks. Interior Department officials indicated that the pool loses roughly 16 million gallons of water annually, justifying the need for a leak-proof coating. Reports suggest that the government allocated $13.1 million for the project through a controversial contract with Atlantic Industrial Coatings, previously associated with Trump’s property developments.
