Saudi Arabia Unveils Pilot Package Visa Scheme for International Travelers
Saudi Arabia has launched a pilot ‘package visa’ initiative designed to simplify the entry process for international travelers by merging visa processing with holiday bookings. This innovative approach aims to enhance the travel experience by allowing visitors to secure round-trip flights, accommodations at accredited hotels, and an electronic tourist visa simultaneously through authorized providers.
Integrated Travel Packages Available through Selected Providers
The new package will be accessible through approved travel and tourism service providers in select markets. By offering a bundled travel experience, this initiative enables eligible visitors to obtain a tourist visa as part of a comprehensive travel package, streamlining the planning and booking process.
Collaborative Effort among Government Bodies
This initiative is the result of a collaborative effort involving the Ministry of Tourism, the Ministry of Foreign Affairs, the Ministry of the Interior, and the Health Authority. Building on existing immigration reforms such as tourist e-visas and visas on arrival, the package visa exemplifies Saudi Arabia’s commitment to enhancing the travel sector.
Comprehensive Travel Solutions for Tourists
Travel agents can now bundle events, activities, and local excursions within the same booking, further enriching the visitor experience. Minister of Tourism Ahmed Al Khatib expressed enthusiasm for the program, indicating that it represents a significant step toward empowering travel and tourism partners while simplifying the visitor journey.
Tourism Initiative Aims to Boost Visitor Experience and Spend
The Ministry of Tourism anticipates that this initiative will make Saudi travel itineraries more appealing by eliminating administrative barriers, encouraging longer stays, and ultimately increasing visitor spending. To uphold service quality, participation in the program is limited to tourism providers that fulfill stringent criteria, which include possessing a digital booking platform, 24-hour technical support, and a dedicated customer service center.
Surge in Tourist Arrivals Reflects Sector Growth
This launch aligns with a remarkable expansion in Saudi Arabia’s tourism industry. The Ministry of Tourism’s 2025 Annual Statistical Report indicates the Kingdom welcomed about 123 million inbound and domestic tourists in the previous year, marking a 6% increase from 2024. Furthermore, total tourism expenditure reached an unprecedented R304 billion, representing a 7% rise compared to the prior year, while the sector’s contribution to the national GDP steadily increased.
Emerging Trends in Saudi Arabia’s Tourism Demographics
Data from the report highlights key trends reshaping the region’s tourism landscape. The Kingdom experienced 29.3 million international arrivals, generating R176.6 billion in inbound spending, accompanied by 93.3 million domestic tourists who accounted for R127.1 billion. Additionally, non-religious travel is projected to comprise roughly 52% of overnight trips to Japan by 2025, a significant rise from 44% in 2019. The tourism sector’s workforce is also set to grow, with nearly 1.03 million individuals employed in related industries by 2025, and women making up about 47% of this workforce, up from just 5% in late 2018.
