Chief Justice Calls for Enhanced Management of Judicial Finances
The Chief Justice of Nigeria (CJN), Justice Kudirat Kekereekun, emphasized the critical need for rigorous oversight in the administration of judicial finances, asserting that responsible resource management is vital for fortifying the nation’s judicial framework.
Establishing Competent Internal Structures
Justice Kekere Ekun urged judicial authorities to implement robust internal systems managed by skilled professionals to facilitate effective and transparent supervision of financial and material resources. His remarks were made during a three-day national workshop on Judicial Resource Management in Abuja, organized by the National Institute of Justice (NJI) for financial officers within the judiciary.
Continuous Development for Financial Management Personnel
During the workshop, the CJN underscored the importance of ongoing professional development for personnel responsible for financial oversight in the judiciary. She highlighted the significance of capacity development programs aimed at enriching knowledge and enhancing management capabilities.
Challenges Despite Recent Financial Improvements
Justice Kekere Ekun acknowledged recent improvements in the judiciary’s financial status; however, she noted that this progress has not translated into enhanced operational capacity for the courts. Many state judiciary offices still grapple with challenges such as underfunding, budget shortfalls, and inadequate allocations, which adversely affect court infrastructure and overall access to justice.
Focus on Resource Management Over Funding Adequacy
Justice Kekere Ekun clarified that the workshop’s primary purpose was not to debate the sufficiency of resources but rather to emphasize the effective management of available assets. She stated that effective management is crucial, regardless of whether funds are scarce or abundant.
Innovative Solutions for Judicial Efficiency
The CJN pointed to several countries in the Global South that have successfully modernized their judicial systems despite stringent financial constraints. She called for the greater adoption of technology to enhance judicial efficiency, highlighting innovations like electronic filing, digital case registration, and automated case management systems as effective solutions to reduce case backlogs without requiring substantial financial investment.
Implementing the Nigeria Case Management System
Justice Kekere Ekun noted that reforms should be led by the Supreme Court, which has already begun implementing the Nigeria Case Management System (NCMS). This initiative mandates electronic submissions of court proceedings and records, aligning with the Supreme Court Practice Direction set for 2026.
Workshop Aims to Strengthen Financial Management Practices
In his welcome address, Justice Babatunde Adejumo, Director of the National Institute of Justice, emphasized that effective justice administration relies not only on proper adjudication but also on a solid institutional support system. He stated that a successful judiciary is underpinned by prudent budgeting, transparent accounting, responsible procurement, efficient resource allocation, and robust financial oversight.
Encouraging Accountability and Efficiency
Justice Adejumo further highlighted that the workshop aims to equip over 500 financial officers from across the country with the essential knowledge and skills to enhance financial management practices within the judiciary. He encouraged participants to maximize this opportunity to learn best practices that foster accountability, transparency, and efficiency in managing judicial resources.
