Nigeria’s Power Sector Undergoes Restructuring Amid Ongoing Outages
In response to extensive power outages, President Bola Tinubu has initiated a major restructuring of Nigeria’s power sector. This includes the appointment of a new Minister of Power and a special assistant to lead the Presidential Task Force on Sector Reform.
New Minister Appointed to Drive Electricity Reforms
To accelerate the necessary reforms within the electricity value chain, President Tinubu has nominated Joseph Tegbe as Minister of Power, pending Senate confirmation. Additionally, he has appointed former Minister of Power, Lanre Babalola, as Special Assistant on Power and Chairman of the Presidential Task Force on Power Sector Reset and Recovery.
Leadership Changes Following Ministerial Resignation
Tegbe’s appointment comes in the wake of former Minister of Power Adebayo Adelabu’s resignation as he pursues gubernatorial ambitions in Oyo State. Tegbe, also from Oyo State, brings over 35 years of experience in fiscal and economic reforms, having worked in both public and private sectors.
Background in Fiscal Policy and Governance
Previously, Tegbe served as a senior partner and head of advisory services at KPMG Africa, where he oversaw various projects in fiscal policy reform, governance restructuring, and investment advisory. His extensive experience in working with government entities and private stakeholders on regulatory frameworks positions him well for this critical role.
Focus on Power Sector Challenges
Currently, Tegbe is the Executive Director and International Liaison for the Nigeria-China Strategic Partnership, facilitating bilateral development cooperation aligned with the objectives of the China-Africa Cooperation Forum. His engagement within the power sector has involved significant contributions to regulatory and institutional reforms, particularly with organizations like the Nigerian Electricity Regulatory Commission.

The President’s office has expressed optimism that Tegbe’s appointment will bolster ongoing efforts to stabilize the nation’s power grid, enhance sector efficiency, and attract long-term investments. The Presidency emphasizes the importance of his expertise in driving transformative reforms that yield tangible benefits for constituents.
Experienced Leadership Returns to Revitalize the Sector
In parallel, Lanre Babalola’s appointment as Special Adviser on Power underscores the administration’s commitment to addressing the complexities of the power sector. His prior experience as Minister of Power and understanding of the sector’s challenges equip him to guide the new task force effectively.
Strategic Reform Implementation and Governance Structure
The newly established task force is expected to function as a high-level implementation body, endowed with direct authority from the President to catalyze urgent reforms. It aims to reconfigure the power sector’s structure, enforce a “performance before expansion” framework, and enhance mechanisms for rate discipline and cost recovery.
Moreover, the task force will focus on improving revenue security, restoring grid discipline, and fostering market efficiency, alongside developing power growth zones to stimulate industrial demand. The President’s office plans to unveil a 90-day implementation blueprint, prioritizing urgent fiscal reforms in the power sector.
This reorganization aligns with the administration’s “New Hope” agenda, aimed at a results-oriented approach to electricity reform. The President expects Babalola to bring urgency and discipline to the mandate, yielding significant improvements in power supply and sector performance.
